This award is school-nominated. Applying to the foundation directly will not work — your university's international student office decides who is put forward, so go to them first and ask whether they nominate for it.
Applications are submitted by the Japanese host school, not by the student. Open to all countries with diplomatic relations with Japan; applicants from Taiwan and Palestine are also acceptable.
